Create IDs:

BR-001
BR-002
BR-003

Test names can reference them:

test('BR-002 preserves phone when omitted', ...)

Or metadata:

@requirement BR-002

Then an AI agent can audit:

requirements
↓
which have tests?

and report:

BR-016 has no automated coverage.

Much more meaningful than generic code coverage.
