This is harder than MUnit.

You shouldn't randomly shut down Salesforce.

Instead you may use:

mock downstream service in QA

WireMock-like test service

bad but valid test credentials in a dedicated test

known Salesforce validation condition

test-only failure switch

Avoid destabilizing shared environments.
