11.19Batch Step accept policies

Suppose Step 1 validates.

Some records fail.

Step 2 might say:

only process records that succeeded previously

or potentially target failed records depending on design.

Conceptually:

Step 1: validate

   valid → SUCCESS
   invalid → FAILED


Step 2:
accept only SUCCESS

This lets you build pipelines where bad records are filtered from later processing.

The current docs describe subsequent steps skipping failed records according to the step acceptPolicy.
