Answer:

“Probably not automatically. If there is no real reuse or consumer-specific need, three deployable services can be unnecessary complexity. I'd still separate concerns cleanly in code, but I wouldn't create network boundaries just to satisfy the three-layer diagram.”

That answer will distinguish you from somebody repeating a training course.
