Think of these as Salesforce-side configuration that establishes:

Which external application is this?

Which OAuth flows can it use?

What permissions/scopes does it have?

Which user/context does it run as?

You don't need to become a Salesforce OAuth administrator.

If somebody says:

“We need to configure the Salesforce app for Mule authentication”

you should understand what they're talking about.
