4.13Salesforce deletes aren't necessarily permanent

Salesforce has its own deletion/recycle-bin semantics.

That's one reason Query All can matter.

A synchronization process may need to know:

record was present yesterday
record has now been deleted

and replicate that state downstream.

Think ETL/reconciliation more than standard application API.
